The Collapse of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are conducted: hopeful statements are released from various governments. Considerable effort is devoted on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability afforded by up-to-date information. From vantage locations, defense planes that had been scrambled to intercept incoming cruise missiles roared overhead – modern combat jets provided to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems thundered: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by Western nations. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to sober acceptance: maybe the incoming missile won't hit its mark this time, protecting urban areas from devastation and another blackout.

Ongoing Risks

Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a defensive team – probably imported technology. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its target.

Intermittently, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a need that neighboring countries are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new approach from US leadership adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, endure.

Strategic Calculations

It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a premise understood by experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is unfeasible to compel Moscow to surrender the land that it currently occupies in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a entire defensive failure until conditions improve in its benefit.

Existing Situation

Factually, there are no real preconditions for a truce. Now, subjective factors are coming into play: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a just a single week to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
